Hot Dog Pie

4 hot dogs, diced
1 cup uncooked, diced potatoes
1 cup raw carrots, sliced
1 large onion, sliced
1/4 cup ketchup
1 1/2 cups water
1 teaspoon salt

Biscuit Dough:
2 cups flour
1/2 teaspoon salt
2 teaspoons sugar
4 teaspoons baking powder
1/2 teaspoon cream of tartar
1/2 cup shortening
2/3 cups milk


Cook vegetables in salted water until tender.  Thicken with 2 tablespoons flour mixed with 2 tablespoons water.  Add  hot dogs and set aside while making biscuit dough.  Sift dry ingredients of biscuit dough together.  Cut in shortening.  Add milk.  Roll out and cut into rounds.  Place on top of hot dog and vegetable mixture.  Bake at 450 degrees for 12-15 minutes.
